COUNCIL MEETING MINUTES

December 13, 2017

 

The regular meeting of the Council of the Corporation of the Municipality of Magnetawan was held at the Magnetawan Community Centre on December 13, 2017 at 1:00 P.M.

 

Council members present: Mayor Sam Dunnett; Deputy Mayor, Tim Brunton; Councillors Jack Crossman, Charlie Gray, John Hetherington.

 

Staff in attendance: Clerk-Administrator (C-A), Andrew Farnsworth; Deputy Clerk (DC), Nicole Fraser; Treasurer, Linda Saunders; and Public Works Superintendent (PWS), Bruce Hill.

 

1. CALL TO ORDER

The meeting was called to order at 1:02 P.M.

2. ADOPTION OF THE AGENDA

RESOLUTION  2017-338

Moved by Councillor Brunton; Seconded by Councillor Crossman:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the agenda for this regular Council meeting of Wednesday, December 13, 2017 with the following addendum:11.  ADDENDUM 11.1  Employee use of municipal vehicles. (Carried)

RESOLUTION  2017-339

Moved by Councillor Brunton; Seconded by Councillor Gray:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the minutes of the regular Council meeting of Wednesday, November 22, 2017. (Carried)

5. PUBLIC MEETING PURSUANT TO THE PLANNING ACT

7. REPORTS FROM MUNICIPAL BOARDS, COMMITTEES, AND OFFICIALS

7.1. Treasury:

7.1.1. Review of Draft Budget

Council directed the C-A to schedule a special meeting for the morning of January 10th to discuss the draft budget for 2018.

The Treasurer left the meeting.

 

7.1.2. Authorize the transfer of surplus/deficit to/from Working Funds reserve
RESOLUTION 2017-340

Moved by Councillor Brunton; Seconded by Councillor Crossman:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan authorizes the Treasurer to transfer any 2017 year-end surplus into the Working Funds Reserve and to draw any 2017 year-end deficit from the Working Funds Reserve.

7.2. Public Works:

7.2.1. Hours of landfill operation

Council directed the PWS to keep the winter schedule as-is for the time being. The new landfill hours will be 8:00 AM – 4:-00 PM for the Winter starting Thanksgiving weekend 2018.

7.2.2. RFP Solid Waste and Recycling Program

Council directed the C-A to enter into negotiations with Waste Connections Canada to develop the best possible service to the residents for curbside pick-up.

RESOLUTION 2017-341
Moved by Councillor Crossman; Seconded by Councillor Brunton:
WHEREAS  the Municipality of Magnetawan issued a request for proposals (RFP) for a Solid Waste & Recycling Program, and received one bid from Waste Connections Canada; AND WHEREAS  the RFP document states that should the Municipality receive only a single proposal, the Municipality may reject the proposal of the sole bidder and cancel the RFP process or enter into direct negotiation with the sole bidder; AND WHEREAS  staff recommends that the Municipality enter into negotiations with the sole Bidder to achieve cost savings and service improvements; NOW THEREFORE BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan authorizes staff to enter into direct negotiations with Waste Connections Canada to secure a contract for the Solid Waste and Recycling Program. (Carried)

7.2.3. Disposal of surplus equipment: back-hoe
RESOLUTION  2017-342
Moved by Councillor Crossman; Seconded by Councillor Brunton:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan declares the Public Works 1990 John Deere 310 Back Hoe as surplus equipment; AND FURTHER THAT  Council authorizes the Public Works Superintendent to dispose of the Back Hoe by way of sealed bids.

7.3. Building

7.3.1. Building Activity Report to the end of October 2017

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan accepts the Chief Building Official’s November 22, 2017 Building Activity Report as attached.

7.4. Community Development

7.4.1. Accept EcoDev Strategic Plan

RESOLUTION  2017-344
Moved by Councillor Crossman; Seconded by Councillor Gray:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan accepts the EcoDev Strategic Plan as attached.

7.5. Administration

7.5.1. Deputy Clerk Report: Union Gas discussions

Council directed the C-A to get a High Level Estimate from Union Gas.

 

7.5.2. Thank you letter to volunteers

Council directed the C-A to put out an advertisement in the paper and online to recognize the volunteers within the community along with the letter drafted to specific community groups.

7.5.3. Update on Ahmic Harbour Community Centre Renovation
Council directed the C-A to measure the stove in the Magnetawan Community Centre  to ensure it will fit at the Ahmic Harbour Community Centre and determine if it is allowed to be moved due to the age of the stove.

7.5.4. Access to properties along unopened road allowances
Council directed the C-A to continue to direct inquiries to the application process on a case by case basis.

7.5.5. Cancellation of December 27 meeting of Council

Moved by Councillor Gray; Seconded by Councillor Crossman:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan cancels the regular meeting of Council scheduled for Wednesday, December 27, 2017 for Christmas holidays; AND FURTHER THAT  the next regular meeting of Council shall be held at the Magnetawan Community Centre on Wednesday, January 10, 2018 at 1:00 PM. (Carried)

 

 

7.6. Committee and Board Minutes
RESOLUTION  2017-346

Moved by Councillor Brunton; Seconded by Councillor Crossman:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts the following Committee and Board minutes: the November 15, 2017 meeting of the Central Almaguin Planning Board; and the October 5, 2017 and November 7, 2017 meetings of the Magnetawan Community Development Committee.

  1. 8. BY-LAWS

8.1. RESOLUTION 2017-347
Moved by Councillor Gray; Seconded by Councillor Brunton:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts By-law 2017-55, being a By-law to authorize the execution of a mutual assistance agreement for emergency management purposes.

8.2. RESOLUTION 2017-348

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts By-law 2017-56, being a By-law to appoint a Municipal Auditor.

8.3. RESOLUTION 2017-349
Moved by Councillor Gray; Seconded by Councillor Crossman:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts By-law 2017-57, being a By-law to provide for the execution of a Site Plan Agreement with the Owners of the Land described as 315 Old Highway Road East, Part of Lot 6, Concession 8, former Geographic Township of Croft, in the Municipality of Magnetawan.

8.4. RESOLUTION 2017-350

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts By-law 2017-58, being a By-law to confirm the proceedings of Council at the regular meeting of November 22, 2017.

9.1. Paul Yuratovich: request to install streetlight on James Street

Council directed the C-A to look into the cost associated with putting a streetlight in on James St.

9.2. Magnetawan Lions Club: request for donation to Wild Game Supper fundraising

RESOLUTION 2017-351
Moved by Councillor Crossman; Seconded by Councillor Hetherington:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan approves a donation to the Magnetawan Lions Club to support the Wild Game Supper in the amount of $100.00. (Carried)

9.5. Municipality of West Nipissing: request to keep Health Units separate from LHINs

RESOLUTION 2017-352
Moved by Councillor Crossman; Seconded by Councillor Brunton:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan supports the attached resolution from the Municipality of West Nipissing requesting that the Minister of Health choose not to adopt the recommendation made by the Expert Panel on Public Health that Health Units be integrated with the acute health care system and Local Health Integration Networks; AND FURTHER THAT copies of this resolution be forwarded to the Hon. Eric Hoskins, Minister of Health; the Association of Municipalities of Ontario; and the Municipality of West Nipissing.

11.1. Employee Use of Municipal Vehicles
RESOLUTION 2017-353

Moved by Councillor Crossman; Seconded by Councillor Hetherington:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan authorizes the following Magnetawan employees to take municipal vehicles to their respective homes outside of working hours for the purpose of improving municipal service delivery: Public Works Superintendent; Fire Chief; and Parks and Maintenance Manager. AND FURTHER THAT Council rescinds resolution 2015-200. (Carried)

 

Council directed the C-A to look into the cost of an automated generator system for the building at 4855 Hwy 520.

  1. 12. ACCOUNTS PAYABLE FOR PAYMENT APPROVAL

RESOLUTION 2017-354

Moved by Councillor Brunton; Seconded by Councillor Crossman:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan approves for payment the Accounts Payable and Payroll for the period November 16, 2017 to November 30, 2017 in the amount of $349,565.95. AND FURTHER THAT the Mayor and Treasurer be authorized to sign cheques for the December 1, 2017 to December 15, 2017 period, with accounts and payroll to be ratified by Council at the next regular meeting, January 10, 2018. (Carried)

    RESOLUTION 2017-355

Moved by Councillor Brunton; Seconded by Councillor Gray:

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan moves to a closed session at 2:50 P.M., pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended, as the subject matter being considered consists of: (b)   personal matters about an identifiable individual (being to receive a report from the By-law Enforcement Officer). (Carried)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan returns to open session at 3:05 P.M. (Carried)
