COUNCIL MEETING MINUTES

January 10, 2018

 

The regular meeting of the Council of the Corporation of the Municipality of Magnetawan was held at the Magnetawan Community Centre on January 10, 2018 at 1:20 P.M.

 

Council members present: Mayor Sam Dunnett; Deputy Mayor, Tim Brunton; Councillors Jack Crossman, Charlie Gray, John Hetherington.

 

Staff in attendance: Clerk-Administrator (C-A), Andrew Farnsworth and Deputy Clerk (DC), Nicole Fraser.

 

1. CALL TO ORDER

The meeting was called to order at 1:20 P.M.

2. ADOPTION OF THE AGENDA

RESOLUTION  2018-003

Moved by Councillor Brunton; Seconded by Councillor Crossman:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts the agenda for this regular Council meeting of Wednesday, January 10, 2018.

4. ADOPTION OF MINUTES

RESOLUTION  2018-004

Moved by Councillor Crossman; Seconded by Councillor Brunton:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the minutes of the regular Council meeting of Wednesday, December 13, 2017. (Carried)

7. REPORTS FROM MUNICIPAL BOARDS, COMMITTEES, AND OFFICIALS

7.1. Parks and Maintenance

7.1.1. Disposal of Parks Truck #8, 2006 Ford F450
RESOLUTION 2018-005

Moved by Councillor Brunton; Seconded by Councillor Gray:

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan declares Parks Truck #8, a 2006 Ford F450, as surplus; AND FURTHER THAT  Council authorizes the Parks and Maintenance Manager to dispose of Truck #8 by way of sealed bids, following delivery to Magnetawan of the new Parks dump truck. (Deferred)

 

Council directed the C-A to discuss with staff the usefulness of Truck #8 as a plough truck at the landfills, so long as there would not be significant costs associated with repairs.

7.2. Community Development:

7.2.1. MCDC: request for funding for Winter Carnival

RESOLUTION 2018-06
Moved by Councillor Brunton; Seconded by Councillor Crossman:

WHEREAS  the Magnetawan Community Development Committee has submitted to Council a request for funding to establish, organize and run a Magnetawan Winter Carnival to be held on Sunday, February 18, 2018; NOW THEREFORE BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan allocates $3,000 of the 2018 Community Development Events budget to the 2018 Magnetawan Winter Carnival; (Carried)

 

 

7.3. Administration

7.3.1. Magnetawan Ridge Runners Snowmobile Club: request to use Richmond and Victoria St road allowances
RESOLUTION  2018-007
Moved by Councillor Gray; Seconded by Councillor Brunton:

WHEREAS  the Magnetawan Ridge Runners Snowmobile Club has requested permission to construct and operate a snowmobile trail on two unopened sections of road allowance in the Village of Magnetawan, being Victoria Street between Richmond and James Streets, and being Richmond Street between Albert and Victoria Streets; NOW THEREFORE BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan authorizes the Mayor and the Clerk-Administrator to sign such an Agreement with the Magnetawan Ridge Runners Snowmobile Club on behalf of the Municipality on the following conditions:1.that the Ridge Runners provide Magnetawan with proof of liability insurance on an annual basis, with the Municipality named as additionally insured; and2.that the Ridge Runners abide by all provincial and municipal laws and regulations regarding the construction and operation of the snowmobile trail. (Carried)

 

Council directed the C-A to have the PWS go out with a representative from the Magnetawan Ridge Runners to see and report back on the finished project.

7.3.2. Update on Solid Waste and Recycling Contract

7.3.3. Update on 4855 Hwy 520 building
Council directed the C-A to speak to the municipal lawyer about who a letter should go to for cost recovery.

 

7.4. Committee and Board Minutes

RESOLUTION  2018-008

Moved by Councillor Crossman; Seconded by Councillor Hetherington:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts the following Committee and Board minutes: the December 6, 2017 meeting of the Magnetawan Community Centre Board and the December 13, 2017 meeting of the Central Almaguin Planning Board.

8.1. RESOLUTION 2018-009

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts By-law 2018-01, being a By-law to establish penalty and interest charges. (Carried)

8.2. RESOLUTION 2018-010
Moved by Councillor Brunton; Seconded by Councillor Gray:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts By-law 2018-02, being a By-law to authorize borrowing for current expenditures for 2018.

8.3. RESOLUTION 2018-011
Moved by Councillor Crossman; Seconded by Councillor Hetherington:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts By-law 2018-03, being a By-law to adopt an emergency leave policy.

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts By-law 2018-04, being a By-law to adopt a concussion prevention and management policy.

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan adopts By-law 2018-05, being a By-law to adopt an employee/volunteer policy background check policy.

9.1. Association of Municipalities

RESOLUTION 2018-014
Moved by Councillor Brunton; Seconded by Councillor Gray:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan authorizes the Clerk-Administrator to enroll Magnetawan in the membership of the Association of Municipalities of Ontario for 2018 in the amount of $2,261.74.

9.2. Federation of Canadian Municipalities: request to join membership
RESOLUTION 2018-015
Moved by Councillor Hetherington; Seconded by Councillor Crossman:

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan authorizes the Clerk-Administrator to enroll Magnetawan in the membership of the Federation of Canadian Municipalities for 2018 in the amount of $402.44. (Defeated)

9.3. Royal Canadian Legion: request for donation
RESOLUTION 2018-016
Moved by Councillor Crossman; Seconded by Councillor Hetherington:
BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan approves a donation to the Royal Canadian Legion for a one-quarter page full colour Remembrance Ad in the 2018 Military Service Recognition Book in the amount of $570.00 including HST. (Carried)

 

9.4. Mothers Against Drunk Driving: request for donation

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan approves a donation to Mothers Against Drunk Driving for a [ left blank ] advertisement in the 2018 MADD Message Yearbook in the amount of $ [left blank] plus HST. (Defeated)

9.5. Northern Ontario School of Medicine: request for donation
RESOLUTION 2018-018

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan approves a donation to the Northern Ontario School of Medicine at Lakehead University for new Anatomy Lab equipment in the amount of $ [ left blank ]. (Defeated)

9.6. Township of Armour: resolution re. new Long Term Care facility
RESOLUTION 2018-019
Moved by Councillor Brunton; Seconded by Councillor Hetherington:

BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan supports the attached resolution from the Township of Armour in requesting that the Minister of Health and Long-Term Care provide funding for the construction of a new long-term care facility to service the southeast Parry Sound District. AND FURTHER THAT this resolution be forwarded to the Hon. Eric Hoskins, Minister of Health and Long-Term Care; Norm Miller, MPP for Parry Sound/Muskoka; the Federation of Northern Ontario Municipalities; and the Township of Armour. (Carried)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan approves for payment the Accounts Payable and Payroll for the period December 1 to December15, 2017 in the amount of $188,584.58, and for the period December 16 to December 31, 2017 in the amount of $171,911.51. (Carried)
